어젠 르완다 농축산부와 INGO간 협의 회의가 있어 수도 키갈리에 갔다. 그런데 도대체 농축산부는 무슨 생각이었는지, 아프리카연합(AU) 정상회의 날, 그것도 AfCFTA(African Continental Free Trade Area, 아프리카대륙 자유무역지역)이 정오에 서명되기로 한 그날 오전에, 공항과 회의장 사이에 있는 호텔을 미팅 장소로 잡았다.
무슨 회의만 있으면 길을 다 막는 르완다답게, 이날도 시내 곳곳이, 내가 가야할 호텔 앞 길을 포함해서 막혔고, 나를 태운 택시는 길을 돌아돌아, 설상가상으로 비까지 와서 진흙탕이 된 길을 타고 호텔 뒷문에 도착할 수 있었다.
하지만 나의 작은 고생에 비해, 이날 아프리카연합 정상회의에서 서명된 내용은 역사적이라고 할 만큼 컸다. 전체 회원국 55개국 중 44개국이 AfCFTA에 서명했으며, 앞으로 서명국이 늘어 55개국 모두 협정에 서명하게 된다면, WTO 이후 최대 규모의 자유무역지역이 탄생하게 되고, 12억 명, 국내총생산(GDP) 2조 달러 이상이 하나의 시장으로 묶이게 된다. 아프리카 대륙 경제에 큰 영향을 미치지만, 아직 서명하지 않은 나이지리아와 남아프리카공화국이 서명을 마무리한다면, 아프리카 경제는 완전히 새로운 모습을 보일 것이다. 이렇게 조금 더 단단해진 아프리카의 단결이 어떤 열매를 가져다줄지 기대된다.
이날 회의 개회사에서 아프리카연합 의장이자 르완다 대통령인 폴 카가메는 감격스런 마음을 숨기지 않았다.
"Journey towards the African we want"라는 말에 가슴이 뭉클한다. 과연 이들은 어떤 아프리카를 만들어나갈까?
